All they need is the tools, but they do not have the capital to buy the tools. That is why we request the sponsor of this Bill to consider a one off grant system, or an alternative system where the repayment of the credit is suspended for not less than five years before the grantees are asked to repay the money. It then becomes a revolving fund to assist other start-ups."
