    "content": "Mr. Speaker, Sir, this is important. If you listen to what happens between the counties and the national Government printer, they are literally held at ransom. A Speaker of an assembly who sends material for printing finds himself frustrated because the governor will place a call to the government printer and say ‘do not print that’. Probably the Speaker is calling for a special sitting whose consequence is to affect the governor who does not want it. He sets out to manipulate the office of the Government printer and the work of the assemblies is frustrated."
