    "content": "If you look at Article 96 of the Constitution, this House serves as a defender of counties. For example, Sen. Orengo is not here to defend Siaya County. He defends all the counties of Kenya. So, we want those publications in the county to also have some depository within the Senate documentation. Anybody who wants to see the Kenya Gazette Mombasa edition, simply asks one of our clerks and gets it within a minute and make reference in whichever way he desires."
