"content": "âProposals for amendment to a draft Constitution under Sub-section 2 shall be considered and the draft Constitution published in such manner as maybe prescribed by or under an Act of Parliamentâ Therefore, unless this hon. House at this point is suggesting that it wants to amend an Act of Parliament at the conclusion of debate, I am afraid, as Ms. Karua said, we are engaging in an argument that has no basis. The word, âapprovalâ has been advanced by Ms. Karua and I agree. I want to remind this hon. House and the country at large, because this document is headed to the people now. There is no choice. No amendment has been adopted on this Floor. So, to a large extent, Mr. James Orengo is right. So, even as we do the approval we must remember we are only approving that which came to this Floor. We have not passed an amendment. Therefore, there is no amendment under sub-section (3). So, the approval is a matter of formality under Section 54 of the Constitution---"
