    "content": "One time I asked my county assembly why they had processed very few Bills. In fact, for the first five years, they published only three Bills apart from, of course, the Budgets and Appropriation Bills. The answer they gave me was that they were unable to process the Bills because they are not published at the Government Printer. This is a panacea to this problem because then that queuing at the Government Printer will be lessened."
