In Part II of the Fourth Schedule, the county government has 14 specific functions. For instance, functions of agriculture, farmers, fisheries, health services and promotion of healthcare services. When you talk about cultural activities, libraries, sports, transport and bodaboda issues, all these are devolved. The Constitution clearly mandated county governments to ensure they play these functions."
