    "content": "Without this Commission, you would find a situation where the highest proportion of our taxes go to paying recurrent expenditure as opposed to capital expenditure. As a result, there will be no development, no roads, no new hospitals and bursaries. All monies would be going to pay recurrent expenditure. You would also find a situation where public wages constitute a very huge proportion of the country’s Gross Domestic Product (GDP). The Government then becomes so expansive while the private sector is crowded."
