    "content": "For licensing, it is important that specific activities should have specific licences. For example, licensing for TVET will be different for a salon, shoe shinning or fishmongering. They cannot be the same, but for that particular activity being undertaken, licences should be uniform across the 47 counties. That way, someone in Meru County will know the conditions for setting up such a business in order to get a license."
