    "content": "County governments have the provision to generate income going by the Constitution. One of the ways to generate income is fees from licences. This must be in a way that helps the county government, consumers and those starting business. The fees should not be too prohibitive such that you want to start a salon and the licence fees is about Kshs50,000. This is way above saloonist and they cannot afford it. In Lugari Constituency, for example, I see three or four salons and I do not think the owners would earn Kshs50,000 to acquire a licence to start their business."
