Sakaja to develop this Bill was that in December 2018, there was a Petition from Kitui County regarding some pending bills of some suppliers who were not paid for a very long time but had already done the work. Some of them were auctioned by banks while others committed suicide once their property was sold. How do you tell your family that you owned a maisonette and lived somewhere comfortably having bread on your table, then suddenly you have absolutely nothing to eat because all your money is owed by the county government? You are then evicted from the home that you probably inherited from your grandparents."
