However, as we got submissions from other stakeholders, the private sector told us that as much as we think that public institutions do not pay, the big boys in the private sector do not pay the small boys. They also lose money like that. They borrow loans and are also declared bankrupt on something that they have used their money to perform and yet are not paid on time."
