    "content": "Mr. Temporary Speaker, Sir, there are a lot of good things in this Bill to ensure that people are paid. One of the issues that is clearly identified and defined in this Bill is an accounting officer. An accounting officer of a national Government entity is as referred to in Section 67 of the Public Finance Management Act (PFM). It also refers to an accounting officer of a county government entity referred to in Section 148 of the PFM Act. When it comes to the Judiciary, it is the registrar of the Judiciary. In the case of the Parliamentary Service Commission (PSC), it is the Clerk of the Senate or the Clerk of the National Assembly. These are the accounting officers."
