    "content": "Mr. Temporary Speaker, Sir, where there is no written contract or the contract does not provide for a date for payments, this Bill ensures that payments are due 90 days after. Once you have submitted all the documentation required, a payment becomes due after 90 days. For example, if you are delivering goods and have provided the invoice, the delivery notes, the Local Purchase Order (LPO) and all the other requirements according to the Public Procurement and Assets Disposal (PPAD) Act, the payments become due 90 days after that."
