    "content": "It is very important to note the opening words of Section 54 of the Constitution. They very clearly provide that Section 54 applies only where the Constitution does not otherwise provide. Section 54 of the Constitution is clearly, therefore, qualified and made subject to other provisions of the Constitution. Section 47 of the Constitution is an example of the provisions of the Constitution which override the application of Section 54. Section 47A(2)(b) provides as follows:- “Notwithstanding anything to the contrary in this Constitution (b) when a draft Constitution proposing the replacement of this Constitution has been introduced into the National Assembly, no alteration shall be made in it unless such alteration is supported by the votes of not less than 65 per cent of all the Members of the National Assembly excluding the ex-officio Members”."
