Member for Chepalungu, and what is available in the Constitution and the Act--- What I want to suggest that your ruling takes into account is that there is a conflict between the provisions of the Act and Section 47A of the Constitution. Reading Sections 47A(2)(a)(b) and (c) clearly shows that this House is not obligated to vote on the Draft Constitution that has come here."
