Some people wanted devolution in three tiers. They did not get it. Others wanted to see a definite structure of financial devolution, but it did not come. There are so many other changes we wanted effected, but what is the test of the pudding? The taste of the pudding is in the eating. Let us not deny the people of this country the opportunity to eat this"
