    "content": "THAT the Bill be amended by inserting the following new clause immediately after Clause 31— 31C. (1) The Institute shall, in collaboration with the respective county executive committee member, undertake analysis of the farm inputs to ascertain compliance with the prescribed standards. Farm inputs (2) The respective county executive committee member shall establish such farm inputs schemes as may be necessary to enhance coffee production. (3) The National Government, in collaboration council of county governors, may put in place the infrastructure necessary for the production and availability of quality farm inputs for coffee production; (4) The county executive committee members shall monitor and oversee the implementation and compliance with standards by farm input stockists."
