    "content": "Mr. Speaker, Sir, I believe that it is time to intervene. If this Bill is the thing that will bring salvation and remedy to this country and to our people, so be it. This is a Bill that we must support. How can we justify that a company will move all the way from Canada into this country, set up a company in Kwale County, decide that other than creating local employment for the people of Kwale, they will do nothing else; they would rather pay thousands of dollars to mobilize a vessel from Canada to come to Mombasa to load raw materials. Why can the company not build a company here, create jobs, employ our young people and ensure that there is growth and development within Kwale County."
