    "content": "I am one of the people who believes that the only thing that the community can benefit is if the money goes straight to their M-Pesa. When we talk about communities benefitting from money that is set in a fund what comes to mind is the Equalization Fund where communities that were supposed to be benefitting have never benefitted. Are we just creating another fund, which will just give money to the national Government who will then decide what to do or not to do with that money?"
