    "content": "Secondly, is the issue of the provisions of the PSC with regard to the Public Service Commission Act which provides the qualifications of a Chair? If you look at the crafting of the County Governments Act in terms of the human resource it has borrowed heavily from the Public Service Act, except where it diverges from the provisions of qualifications of the Chairperson. The Public Service Commission Act provides that one must be a citizen of Kenya and holds a degree from a recognised university in Kenya, as well as 10 years’ experience in their respective profession."
