"content": " Thank you, Hon. Temporary Deputy Speaker. There are some matters which can better be explained in Kiswahili and others in English or mother tongue. The Member for Mvita should not be jittery because he did not listen to my issue. Listen properly. English is a foreign language to everybody and it takes time. Ordinarily, any Bill coming for the Second Reading must have a Committee report. Article 118 of the Constitution is clear that there must be public participation when it comes to matters of legislation. It is important that before we debate a Bill, the relevant Committee looks at the issues that have been brought out or pointed out, as far as the Bill is concerned, and Members will participate or debate on an informed perspective based on the report of the Committee. This Bill deals heavily with matters of Islamic law. When it comes to public participation, particularly when it comes to judgmental determination, we have schools of academia which have really looked into matters of Islamic faith. On such a matter, a Member of Parliament might be interested in the public participation when there is a report."
