    "content": " Hon. Temporary Deputy Speaker, this is another Bill that I seek your direction. We are grateful that it has been listed in the Order Paper. It is a Bill which was committed to the Departmental Committee on Justice and Legal Affairs for processing. I report that the Departmental Committee on Justice and Legal Affairs has robustly processed the Bill, but in the course of which there was a three Bench High Court decision that affected the exact section of law that is intended under the Bill expressing the view that it is unconstitutional. That being the fact, my Committee tasked the Legal Directorate to apprise the Bill and give us a legal opinion on where the Bill stands. As we speak, Hon. Temporary Deputy Speaker, I have an opinion which has been drafted by the legal office but it has not been incorporated in the Report before the House. So, I request that again, this Bill be adjourned so that the legal opinion is incorporated for Members to see and take an action. It may well be that the Committee will propose to withdraw the Bill but I do not have to argue before that opinion is before the Members and Members are able to inspect it."
