    "content": "It is important that once the Committee looks at it, it is also fair to look at whether a child in in Garissa, Endebess, Moyale and Homa Bay. The child is a Kenyan and is equally entitled to all the basics. When we look at the examinations, children in certain conditions are always disadvantaged. Why do they perform poorly while children in other places perform better? It will be an opportunity for the Departmental Committee on Education and Research to look at whether there is fair distribution in terms of teachers, infrastructure and all the basic things all over the country and what can be set as a minimum for each school and child to compete effectively in the country."
