    "content": "My problem with this Bill is that it creates another fund, which the national Government will decide whether or not to send the money to county governments; the people who are supposed to benefit. This Bill also proposes that the money should be collected by the KRA to be allocated by the Commission on Revenue Allocation (CRA). I urge my sister, Sen.
