    "content": " Thank you, Hon. Deputy Speaker. This is a very serious Petition. Article 119 of the Constitution is very clear that any Kenyan can petition this House to look into a matter. I am not aware that the clearance certificate is mandatory. I think many organisations use it discretionary. Again, it is a clearance certificate among others. So, as I request the Justice and Legal Affairs Committee to look into this matter, they must do it in a way that they advise us on the best way forward. Even when Members of Parliament here go for clearance to run for office, you are required to present a clearance certificate, which is among other things. So, to me, I am humbly requesting the Committee to look at it objectively, but in a way, what my colleagues have said is true. If you have gone through prison, you are supposed to have corrected yourself. So, it will only provide a basis to the employer to be aware that you have a history of criminality and they will be able to look at the trend to see, indeed, whether you have changed or not. However, in my own observation, it is not mandatory. It is used among others and to that extent, I leave it for the Committee to do justice and bring it on the Floor of the House. I thank you, Hon.
