    "content": " Thank you, Hon. Deputy Speaker. I thank Hon. Omuse for coming up with this critical matter. Stopping the registration of schools is an ill-informed decision by the Ministry of Education, Science and Technology. Looking at the congestion in schools, they are congested due to enrolment of as high as 2,000 learners. It has reached a time when we must define what a school is in terms of enrolment. A school with 2,000 learners ceases to be a school. Therefore, over- enrolling schools and refusing or stopping creation of new ones is creating a mess.
