    "content": " Thank you, Hon. Temporary Deputy Speaker, for giving me this chance to contribute to this very important Bill. From the outset, I support the Bill. The principal objective of the Bill is to amend the Irrigation Act to expand administration and management of irrigation matters in Kenya. To achieve this expansion, the Bill sets to amend various sections of the Act to ensure adoption of best practices in irrigation as well as to enhance sustainability of development of irrigation infrastructure and investment in Kenya. The Irrigation Act of 2019 is meant to streamline the development, management and regulation of irrigation to support sustainable food security and socio-economic development in this country. The Act outlines prospective roles of the national government and county governments in facilitating irrigation activities in this country. Currently, that is not well-defined. The roles and responsibilities of both the national and county governments is not well stipulated. This amendment will clearly define the roles of the national and county governments and other stakeholders that are interested to do private irrigation programmes and projects in this country. The Act has also embraced multi-sectoral approach to irrigation devolvement and management; fully recognising the private sector for the first time in involving themselves as well as other non-State actors in irrigation devolvement to improve sustainability of the project.
