    "content": "Hon. Members, we know that food security is one of the Big Four Agenda items the Jubilee Government has geared itself to achieve and that is the answer to irrigation. There is no better answer. So, we need to drill boreholes in every sub location in this country and particularly in the dry areas because we have ignored them at our own peril. This is how we will get food security and there is no better answer to this than water and irrigation. As we sit here, let us put enough effort in allocating money for this elephant called irrigation."
