    "content": "Why are you raising your hand up and there is nothing for debate, Hon. David Ochieng’? Every Member and the House has a constitutional mandate to legislate, among other functions and roles. I have always tried not to frustrate individual Members’ efforts, as much as I do not frustrate those efforts or initiatives at doing legislation that come from the Executive. Therefore, it is not right for the Executive to sit for two years and then come to purport to trample down on the efforts of a Member. Hon. Pukose has been consistently raising his Bill. Quite apart from this, if you remember, the previous Committee also made an attempt at a similar Bill. If the Executive wants to bring a Bill, they know the procedure. They will write through the Office of the Attorney-General and the Office of the Leader of the Majority Party and then it will pass through me for approval. Now that Hon. Pukose has waited for so long, it is unfair that he be treated this way. In fact, the House Business Committee sat this morning and decided that Bill No.31 of 2019 by Hon. Pukose be placed on the Order Paper starting tomorrow."
