I beg to move: THAT, Clause 37 of the Bill be amended in subclause (1) by deleting the words “by the Cabinet Secretary, on recommendation” appearing immediately after the word “appointed”. This is because the appointing authority in this case, is the council as opposed to the Cabinet Secretary. This is in line with Mwongozo Code of Governance as practised in our country."
