    "content": "I was wondering, if a small pan that was constructed by the National Irrigation Board can give us large production that has improved food security in Bute Town, why then do we take so long and delay important projects that would have improved the lives and the livelihood of the entire population of North Eastern? If the mega pan of Bute is realized, I have no doubt that food supply in Wajir North, Wajir West, Mandera, Isiolo and Marsabit would improve because it is strategically located.
