"content": "It is sad to say - and let it not be misunderstood - that we do not recognise what the kitty called Special Funds can do for our nation. The wonder is why we have to wait for the tragedy to occur before we call upon those funds, which sometimes do not even reach everywhere there is disaster in our country. As we talk about the Budget and allocating more money to support well- orchestrated and planned irrigation schemes in our country, we can consider using some of those funds to avert the calamity before it happens. How can that be? I have heard my colleagues from North Eastern say that sometimes it rains very heavily there until there are floods. Why do we not build some mega dam around that region that can hold that water instead of wasting it and then when the dry spell comes, it is pumped out and distributed to the locations where it is required?"
