"content": " Thank you, Hon. Speaker. I support the Petition and also wish to say that, as the Committee on Delegated Legislation, we approved the laws or regulations which were to be followed on COVID-19. The question is who is implementing. The Ministry of Interior and Coordination of National Government is involved. The police and the Ministry of Health are involved. Is there really a way the Departmental Committee on Health which is going to consider this Petition can ensure proper implementation? This matter also affects the counties and the Council of Governors (CoG). Now they want to have a devolution conference in Makueni when cases of COVID-19 are very high and we know its consequences. Once the Committee considers this, we need to have a way. The Ministry of Health is able to be fully in charge. We have seen how the Ministry of Transport, Infrastructure, Housing, Urban Development and Public Works has allowed matatus to carry at full capacity. Those regulations have not been brought to this House. We have not considered them and you can see the damage they are likely to cause because of the Delta variant. I thank you. I think this House must really take charge of the situation. The Departmental Committee on Health must be firm so that the regulations are followed and proper ones are implemented. That is so that they are not made every day by Government and then they are not brought to this House."
