    "content": " Hon. Senators, I agree that this is a weighty matter. As the House that defends devolution, we cannot abdicate our responsibility. I, therefore, direct that the Committee on Devolution and Intergovernmental Relations as well as the Committee on Finance and Budget travels to Vihiga on Monday; investigate the circumstances that have led to this situation and report back to this House. I direct the secretariat to facilitate the Members of those two Committees to do their work so that the Senate is not only seen to speak but that we act to defend devolution.
