    "content": "Mr. Speaker, Sir, it is true that in 2008, we were not only ranked as No.72 in the world, but Kenya was ranked as one of the top ten reformers on a global basis. I remember travelling to London to receive a trophy that Kenya was awarded for the reforms we had done. If you recall during that time, we reduced the number of business licences and regulations that were in operation from a total of 1,325 by eliminating 400 plus licences and simplifying others. That was a very significant step that was taken as part of the business reforms."
