    "content": "Mr. Speaker, Sir, this Bill is straightforward. It intends to put the structures in place to ensure TIVET centres can run in a very systematic way from the elaboration and the bodies that are coming into it. Already we have the Technical and Vocational Education and Training Curriculum Development Assessment and Certification Council that has several responsibilities in the training. That is going to be part of the Act. We also have the County Education Board. As Sen. Cherargei said, a lot of responsibility had been put on the CEC Member."
