    "content": "Madam Deputy Speaker, this Bill is very important. As other Senators have said, there are little bits and pieces that we need to improve. I saw one clause, and I would like to tell Sen. (Dr.) Milgo that with proper drafting, we do not need it. Clause 21 says, ‘There is established in every county vocational education and training centers, a board to be known as the board of governors’. It goes on to say that the board shall not be a corporate entity."
