    "content": "We just do not need to give county governments the function without asking if they are able to implement it. If we think there would be doubt in some of the counties to implement this, then we create a window of partnership between national and county Governments, including through conditional grants that are allowed by the Constitution for purpose of management of the county functions. I think that is a very important part of the law that we are going to make so that it becomes as practical as possible."
