The Question is a precedent setting in the sense that it tests how the Government responds to resolutions of this House. Since the day the Motion, the subject of this Question, was “asked” on 15th October, 2008, there has been a whole ping pong of one Ministry passing the buck to the other to an extent that the Minister has admitted that his Ministry is not responsible for this.
