    "content": "Thank you, Madam Deputy Speaker. I support this Petition. This is a noble idea and a fund that is supposed to assist our vulnerable members of the society. As has already been said, there is a problem with the way the fund is being disbursed starting even with the targeting. There are issues of who identifies these vulnerable persons in the community in terms of the elderly, PWDs and orphans. Deserving people are left out by whoever is doing the identification. There must be a very clear way of doing that identification."
