    "content": "happy that my County of Kirinyaga is getting close to Kshs1 billion before the grants. I would request that money is put into good use, especially into the services that the people there are complaining about. Sen. Wetangula mentioned the issues we have brought up in the amendments of The Public Finance Management (PFM) Act. We have been working on the amendments and, soon, we shall table the Amendment Bill, where we have ensured County Assemblies become Independent and are able to utilize their funds. Besides that, Madam Temporary Speaker, we shall also be recommending a single treasury account, where all Government monies will go. The interest here is that the National Treasury should never delay disbursement to counties just because there are no funds. We recommend that the National Treasury should be able to get an overdraft from the Central Bank of Kenya (CBK). After all, it is where all the money should be going. Without much ado, I beg to reply and request that, pursuant to Standing Order No. 61(3), you defer putting of the question to another day."
