    "content": "Thank you, Madam Temporary Speaker. Pursuant to Standing Order No.141 (1), I beg to move that The County Governments Grants Bill (Senate Bills No.35 of 2021) be now read the Second Time. As I mentioned yesterday, as I was going through the Cash Disbursement Schedule Motion, for the first time, we have a schedule that does not include conditional grants. This is as a result of a ruling that was made by our courts. Out of that, the Committee called a number of stakeholders, and we have been debating on the best way forward as per that ruling. As the Committee spoke to the National Treasury and the Judiciary, we realised that we were mark-timing. As an initiative by the Committee, we decided to come up with this Bill, which has followed all the procedures. The County Governments Grants Bill (Senate Bills No.35 of 2021) primarily seeks to provide for the allocation and transfer of conditional allocations from the National Government’s share of revenue and development partners of county governments, pursuant to Article 202(2) of the Constitution for the Financial Year"
