Madam Temporary Speaker, Article 202(2) of the Constitution provides that: “County governments may be given additional allocations from the national government’s share of the revenue, either conditionally or unconditionally.” Therefore, this Bill seeks to provide a framework for the transfer of additional allocation under Article 202(2) of the Constitution from the Consolidated Fund to the respective County Revenue Fund (CRF) account."
