"content": "Mr. Speaker, Sir, on 16th March, 2010, Mr. Ndungâu Wainaina, the Chief Executive Officer of the International Centre for Policy and Conflict Resolutions reported at Central Police Station, Nairobi, vide Occurrence Book No.17/16/3/2010 that when he opened his office on the Ninth Floor of Hazina Towers at 6.30 a.m. he found files and papers scattered all over and the lights were on. When he left the office on the previous day, at 3.45 p.m. all was in order. The scene was immediately visited by the Officer Commanding Police Division (OCPD) and the District Criminal Investigations Officer (DCIO), Central Division, amongst other officers."
