"content": "Thank you, Madam Deputy Speaker, for giving me an opportunity to air my views on this Statement. I would like to start by thanking Sen. Kinyua for bringing it on the Floor of this House. It is really painful and sad that a part of this country is going through massive insecurity. When there is massive insecurity in an area, it is an issue that should concern us, as a Senate, and the State. It is unfortunate that such activities are happening in Laikipia. Article 43 of the Constitution is very clear. Article 43(e) is on issues of security. The State needs to give security to people. It is a socio-economic right; there are no two ways about it.
