"content": "like Tot and Arror in the larger Kerio Valley region. I ask myself: where is the Government? As a Senator in this House, and at the time when I was in leadership of this House, we tried our best to resolve this problem. It reached a stage where the Government acknowledged to the public that they are unable to provide enough security to the people of Laikipia and the larger Kerio Valley region. A Government policy was put in place long time ago in 1970s that we need National Police Reservist (NPRs), who understand the terrain that these gangs and criminals are operating in. As a result, I was in Laikipia with the Deputy President when the reservists of Laikipia were launched. At that time, Sen. Kinyua was vying for the Senatorial seat. We went to Baringo, and for the first time, reservists were given to the people of Baringo. We went to Kerio Valley, Marakwet side and West Pokot. As a result of that, there was a little bit of silence and peace on this situation of cattle rustling. After the handshake and the new coalition Government of the second term, the Cabinet Secretary for Interior and Coordination of National Government issued a national memo that they are going to do away with the reservists. There was no policy doing away with the reservists, but a mere memo. I brought a Statement to this House, which is still pending in the Committee on National Security, Defence and Foreign Relations, that was then chaired by the late Sen. Haji. The question of police reservists has not been resolved despite the fact that the people of Kerio Valley found that to be part of the solution to the problems they are going through."
