    "content": "Lastly, I rise, pursuant to Standing Order 48 (1) to seek a Statement from the Standing Committee on Labour and Social Welfare regarding the plight of Village Administrators appointed by the respective County Public Service Board (CPSB) in accordance with Section 52 of the County Government Act. In the Statement, the Committee should address the following: (1) Establish whether a scheme of service exists for the Village Administrators and state when it will be rolled out, not only in Kitui County but country wide as well; (2) State reasons for this cadre of public officers remaining in the same job group for the last six years, since their employment in 2015, despite the important role they play in delivery of services to the public at village level; and (3) Establish measures the Ministry of Devolution and Council of Governors will put in place if any to ensure a scheme of service is in place in order to streamline the career path for these officers countrywide."
