    "content": "Thank you, Mr. Speaker, Sir, for giving me this opportunity. These regulations have not been officially gazetted. What was gazetted was a proposed regulation. Even the Petitioners say that the regulations are being proposed. Mr. Speaker, Sir, Paragraph 9 says: “Special attention is drawn to the Legal Notice No.168 in which the CS in charge of Water, Sanitation and Irrigation has published the proposed Water Resources Regulations (2021), whose proposal provides significant changes in the obligations of water users and particularly in increasing the nominal cost of obstruction of water from various sources.” Mr. Speaker, Sir, the regulations have not really been gazetted. The petitioners have an opportunity to make presentations as stakeholders in the water sector to have their input considered before the regulations are gazetted and laid before this House for scrutiny and approval."
