    "content": "Thank you, Mr. Speaker, Sir. I rise, pursuant to Standing Order 48 (1), to seek a Statement from the Standing Committee on National Security, Defence and Foreign Relations regarding the rise in cases of abductions, detention and forced disappearance of people the Country, in general, and in Mombasa County, in particular. In the statement the Committee should- (1) Explain the whereabouts of businessman Mr. Abdulhakim Sagar, who was abducted by national security agents in Old Town area of Mombasa County on 18th August, 2021, allegedly for sponsoring terrorism; (2) State why Mr. Sagar has not been presented before any court of law to face charges if any; (3) State why the three suspects of terrorism arrested by police at Likoni Ferry Crossing on 23rd August, 2021, an event that received wide media coverage, have to date not been arraigned in court to face charges;"
