    "content": "As Sen. Wetangula has suggested, we need to summon the Cabinet Secretary (CS) of the National Treasury to be accountable to this House and tell us how he disbursed monies quarterly. I think that we will leave this to the Chairperson of the Committee on Finance and Budget to ensure that we man the process of disbursement of monies to the counties every quarter as we move on. This is so that we do not pass the Schedule and leave it to the National Treasury to implement it the way it is."
